On January 1, 2006, a new era began in the history of local self-management in Russia. The Reform of Local Self-management (LSM) which is currently being carried out in Russia, in the Leningrad Region touches practically all spheres of public life.
On the basis of the Federal law “On the General Principles of the Organization of Local Self-management in the Russian Federation", the local self-management structure of the Leningrad Region is subdivided into two levels:
1. 222 municipal formations (MF) the status of city or rural settlement.
The MF of the first level are responsible for matters associated with solving the basic problems of the inhabitants of MF: power and heating supplies, communication trade, trusteeship and guardianship other problems directly associated with the daily life of the population
2. 17 municipal formations:

Elections of representative to the bodies of local government will take place on October 9, 2005 in accordance with the new law.
The main principles of the administrative-territorial organization of Leningrad region (the Charter of the Leningrad Region, adopted on October 27, 1994 (No. 6-îç)
The territory of Leningrad region as a subject of the Russian Federation directly consists of the administrative and territorial units - administrative districts of the Leningrad Region.
The administrative and territorial unit is a part of the territory of Leningrad region, uniting some territorial units for the creation and functioning of territorial bodies of the Government of Leningrad Region of the general competence.
Territorial unit is a part of territory of the Leningrad Region, including one or several settlements, and acts as a territorial basis of the organization and activity of institutions of local government.
Territorial units in Leningrad region are areas, volosts, city and rural settlements.
The area includes the territories of volosts, city and rural settlements, and is formed with consideration paid to historical traditions, geographical and social and economic conditions.
The volost unites several rural settlements.
City settlements are characterized by advanced industry, social and engineering infrastructures. City settlements as territorial units of the Leningrad Region can be categorized as cities of regional value or other city settlements by the criteria established by Federal and Regional legislation, and in the order determined by applicable Federal and Regional legislative Acts.
The rural settlement (village, farm, farmstead and others) is defined on the basis of the dominance of the agricultural sector of the local economy, reliance on forestry and non-industrial economic activities. Rural settlements are not considered urban population centers due to their non-industrial specialization, prevailing type of buildings, level of development of infrastructure and industry and the way of life and settlement patterns of inhabitants. |
